摘要
政府投资科研项目实施过程中存在委托代理问题,可以通过建立完善的科研项目治理机制来加以解决。政府投资科研项目可分为公共产品类和非公共产品类两种类型,针对两种不同属性的科研项目建立不同的治理模式,并对各治理主体间的责权利进行有效划分。
In the process of implementing the government-invested scientific research project, the principal-agent problem can be solved through the establishment of a sound governance mode. Scientific research project can be divided into two parts public research project and non-public research project. This article discusses the different governance modes for the various scientific research projects.
