摘要
主要建立在经济贫困基础上的"控辍"政策有效地解决了80年代末至90年代末期的"被迫性"辍学问题,但却无力应对进入21世纪以来逐渐回升的"自愿性"辍学。因此,必须与时俱进,在重审辍学概念的基础上实现"控辍"工作对象、目标、措施及实施机制的有效转变。
The control dropout policy has effectively solved "forced" dropout problem in the late 80s to late 90s, based on economic poverty, but it can not cope with the 21st century gradually picked up since the "voluntary'dropouts. Therefore, we must review the concept of "dropout", and advance with the times, to realize effective change of work objects, objectives, measures and mechanisms of control dropout.
