摘要
科技是经济发展的推动力。为促进我国各地区科技资源的合理配置,必须尽快建立科学合理的科技投入产出效率评价机制。运用数据包络分析方法(DEA),对我国各省域2004—2006年科技投入的总体效率、纯技术效率、规模效率和规模收益进行实证分析,并在此基础上利用改进的DEA模型对各省域的效率进行排序,可以为采取相应的政策措施提供依据,以促进各地区经济持续、均衡和协调发展。
Science and technology is the driving force for economic development. In order to promote the rational distribution of scientific and technological resources among different regions in our country, it is urgent to establish an appropriate mechanism for evaluating the efficiency of the science and technology input and output. Employing the data envelopment analysis ( DEA), this paper first gives an emoirieal analysis to the overall efficiency, pure technical efficiency, scale efficiency and returns to scale of all provinces in our country from 2004 to 2006. Based on this analysis, a rank ordering of the provinces in terms of the science and technology input-out- put efficiency is established, which can form part of the rationale for the corresponding decisions or policies to help the economies in different regions to enjoy a sustained, balanced and coordinated development.
