摘要
回顾浙江政府法治建设的30年,其基本经验主要有三个方面:在发展方向上,浙江以有限政府与服务型政府为目标,推动政府法治建设健康发展;在发展路径上,浙江坚持中央统一领导与地方自主创新相结合,发挥中央与地方的积极性;在发展动力上,浙江坚持政府推进与公民参与相结合,实现国家与社会的良性互动。浙江"有限有为"的法治政府理念与政府社会互动型建设模式具有重要的理论价值。
For the past 30 years of reforming and opening-up in China, conspicuous achievements have been made in constructing government under rule of law in Zhejiang Province. The basic experiences can be summed up in three aspects. Firstly, in the development direction, it takes the limited government and service-oriented government as a goal; Secondly, in the developing path, it unifies leadership of central government with the innovation of local government, displaying initiative of both, Thirdly, concerning the developing power, it promotes citizen＇s participation to achieve positive interaction between state and society. The concept of being a ＂limited but initiative＂ government practiced in Zhejiang province has significant theoretical value.
