摘要
地质公园建立的根本目的是保护地质遗迹,但实际运作中当经济利益与地质公园的功能发生冲突时,地方政府往往只考虑了前者.笔者认为只有与所属区域的经济、社会、环境协调发展,地质公园才能真正实现保护地质遗迹的宗旨.本文将区域PRED概念引入到地质公园的研究中,通过分析秦皇岛柳江地质公园的PRED系统现状及对园区内地质遗迹保护与利用程度进行评价,提出了政府主导、居民参与,科学管理、规划先行,整合发展、带动区域的协调发展模式,以期丰富地质公园建设发展的理论研究,同时对国家地质公园实现可持续发展具有一定的现实意义.
The fundamental purpose of Geopark establishment is to protect geological remains, but there are many problems in actual operation process, especially when the economic interests and the functions of geoparks in conflict, local governments often consider the former. Only coordinating with regional economic, social, and environmental development, geological parks can really achieve the purpose of the protection of geological relics. This paper will introduce the concept of regional PRED to the study of geoparks. Through analyzing on the status quo of PRED system in Qinhuangdao Liujiang geopark and evaluating protection and utilization of the geological relics, we proposed three coordinated developed model which are the Government-led and residents to participate, and planning and management counterparts, integration development, and promoting the coordinated development of region, in order to enrich the development of geoparks theoretical research, at the same time provide some practical significance for sustainable development of the national geological park.
