摘要
文章首先对交通拥堵问题的经济学分析做了文献回顾,表明大量的研究都是基于庀古教授提出的交通拥堵理论即拥堵问题的负外部性及通过道路收费解决负外部性来展开分析的。在理论回顾的基础上,文章提出道路收费并不建立在解决负外部性的基础上,而应该视为一种高峰价格,同时比较分析了现实生活中解决交通问题的做法的有效性,提出了解决中国交通问题的思路。
The economic analysis on city traffic jam is reviewed, it is shown that most researches is on the basis of professor Pigou's analysis of traffic jam, which is the city road have exist its own supply and demand. On the basis of analysis about factor of supply and demand of city traffic, the ways of relaxation of traffic jam are put forward. The measures are as follows: increasing the use cost of car in peak load periods, developing the public traffic and appropriate city layout.
