摘要
近年来,节能减排问题在国际和国内逐步受到政府的重视和公众的广泛关注。一般认为在制定长期发电计划时考虑节能减排要求效果会更为显著,也更容易达到目标。同时,电力工业市场化改革在国际上已经成为不可逆转的大趋势。在此背景下,发展了电力市场环境下大规模电力系统长期发电计划模型,计及了能源和污染物排放约束、以及电力市场环境下发电公司的策略性报价和发电机组检修约束等。最后,对一个大规模实际电力系统的计算表明,所发展的模型和方法能够达到节能减排目标,且计算效率较高。
During the last few years, energy saving and emission control has become an important issue with extensive concern both from the governments and the public around the globe. It is widely believed that energy saving and emission control could be achieved best through long-term generation scheduling. On the other hand, power industry restructuring is becoming an inevitable trend around in the world. Given this background, this paper makes effort develop a mathematical model for describing large - scale long - term generation scheduling in the electricity market environment, with emission constraints, energy constraints, bidding strategies of generation companies under different load levels, as well as maintenance constraints of generation units all taken into account. An actual largescale power system is employed to demonstrate the feasibility and efficiency of the proposed model. It is shown by simulation results that the amount of fuel cost and pollution emission could be reduced significantly by employing the presented model and method, and the computational efficiency is very high.
