摘要
公共治理结构决定了多元主体管理公共事务、承担公共责任、分配公共利益的方式,理所当然地成为公共治理的基本主题。公共治理的基本结构是公民、政治领导、公共管理人员三者合作共治的多中心结构,体现了共和主义"公、共、和"的基本原理。其中,公民是治理者,政治领导是协调者,公共管理人员是帮助者。中国特色社会主义公共治理结构的有效建构,关键在于建立"党委领导、政府负责、社会协同、公众参与"的"四位一体"的结构;居于"元治理"地位的政府要切实转变职能,担当起扶助者、服务者、引导者、执行者四大角色。
The structure of public governance decides the means of multi-subjects managing public affairs, undertaking public responsibility, distributing public interests. Undoubtly, it becomes the basic theme of public governance. The basic structure of public governance is a kind of multi-centers structure, which is made up by citizens, political leaders, public management practitioners. It embodies the principles of Republicanism. Among them, citizens are governors, political leaders are coordinators, public management practitioners are helpers. The key to establish socialism public governance structure with Chinese characteristics effectively is to build the framework of ＂The Party Committee＇s leading, Government＇s responsibility, Society cooperation, Public participation＂. Government which occupies the key status must transform functions, acting as helper, serviceman, guider and executor.
