摘要
人类正处在一个走向后工业社会的历史进程中,这是人类社会又一场深刻的历史性变革。在农业社会,人类建立起了统治型政府,到了工业社会,人类建立起了管理型政府,在后工业化的进程中,我们的任务是建立起一个适应后工业社会治理要求的服务型政府。当前,在关于服务型政府的理论探讨中存在着很大的混乱,这是由于对服务型政府的历史定位不清所造成的。关于服务型政府,必须从人类走向后工业社会的进程中来加以认识。服务型政府建设是历史的必然,也是当前政府改革的目标。服务型政府的基本特征都将在政府改革的过程中逐渐地显现出来。但是,自觉的理论探索也是必要的,而且是应当先行的。
The human beings are on the historical course of the post-industrialization which is a profound historic transformation for the human society. In the agricultural society, the government of domination was founded. While in the industrial society, the humanity has established the management government. In the course of the post-industrial society, our duty is to set up the service government adapting the requests of the governing in the post-industrial society. At the present, there is much confusion in the theoretical discussion about the service government, which is the resuh of the confusion about the historical localization of the service government. For the service government, we must put it in the process towards the post-industrial society to know. It is the historical necessity for the construction of the service government, also is the goal which the current government reforms. All the. service government＇s basic characteristics will appear gradually in the process of the government reforms, but the conscious theoretical exploration also is necessary.
