摘要
行政人格作为行政人员素质和能力的综合体现,是服务型政府建设的坚实基础和有力保障。服务型政府是把"以人为本"作为核心价值,且公共服务体系健全、管理科学、行为规范的政府。而行政人格由核心的行政价值、基础的知能结构和外显的行政行为三个维度构成。通过塑造理想行政人格,可以有效引导服务型政府的价值追求,促进服务型政府的体制建设和规范服务型政府的行政行为。
Administrative personality is the comprehensive performance of administrators＇ qualifications and abilities and it is the foundation of a service - oriented government. A service - oriented government takes ＂ people - oriented＂ as its core value with its sound public service system, scientific management and standard behavior. Administrative personality is three - dimensional with a core administrative value, a basic structure of knowledge and ability, and administrative behavior. The ideal administrative personality, can effectively guide service - oriented government＇ s value pursuit, promote its system construction, and standardize its administrative behavior.
