摘要
长三角区域在率先发展起来后,要向生态型区域迈进;而在建设生态型区域的过程中,政府应该承担主要责任。长三角向生态型区域转变,既基于人们急于从工业社会所带来的危机中脱困的背景,又是人们对后工业社会批判性反思的结果,也是为了实现人与自然的和谐。长三角区域的各地方政府主导地位的发挥受到诸多因素的影响,遭受了执政理念提升、生态补偿机制不健全、对科学技术过度依赖、市场主体逐利所带来的困境。长三角区域各地方政府要承担起推进科学发展、推动建立区域合作机制、推广可持续发展道路的责任。
The Yangtze River Delta tries to be an ecological region after its economic development. And in such process of building the ecological region, government should take the main responsibility. The transformation to an ecological region reflects our urgent desire to get rid of the dilemma by crisis of industrial society and our critical retrospect of post-industrial society. The essay considers that the leading position of every local government at the Yangtze River Delta is influenced by many factors and has endured the dilemma led by promotion of governance idea, imperfect ecological compensation system, the over dependence of technology and market's pursuit for interest. The article proposes that those local governments at Yangtze River Delta should take responsibilities of promoting science development and regional cooperation mechanism, extending sustainable development road.
