摘要
针对现有区域创新能力评价方法的弱点,采用一种基于个性优势特征分析的民主评价方法。该方法从最有利于各区域的角度确定各指标权重,所得到的权重系数能够充分反映出各个区域创新能力的个性特征;应用该权重系数评价各个区域的创新能力,能够获取从最有利于每个区域角度对所有区域创新能力的评价及排序,在汇集每个被评价对象所有评价结果的基础上,可以得到各评价对象的个性优势特征民主评价情况。将该方法应用于我国31个省级区域创新能力的分析,得到的各地区创新能力的个性优势特征等研究成果,能够为各地区制定调整决策提供有效的支持。
By analyzing the existing evaluation methods used to evaluate the regional innovation capability, the paper adopts a new democratic evaluation method based on the analysis of individual advantage characteristic. The method obtains a group of weights in each examinee＇ s favored point of view, and evaluates every examinee under the groups of weights in order to distinguish their individual advantage characteristic. On the basis, the method gathers all the evaluation results that are got from every examinee＇ s point of view and implement democratic evaluation. Finally, the method was used to the regional innovation capability evaluation of 31 provinces of China. The paper analyzes the individual advantage characteristic and order of every province, it can provid effective reference for each region establishing and adjusting decision - making.
