摘要
家庭承包责任制为农业生产提供了提高效率的激励机制,但未从实质上提供乡村公共产品的供给机制和有效的制度安排。只有加快对农村公共产品的补偿性供给,建立"以工促农、以城带乡"的长效机制和相应农村经济组织,才能维护农民的根本利益。在农村基础设施方面通过股份合作经济疏通投资渠道,理顺管理机制,从农村做起,启动内需,促进消费,是一条值得探索的发展之路。
The contract system of household responsibility provided the rural production with the initiative institution for better efficiency, but in nature never with supply institution and effective system arrangement for the supply of public products. Only by speeding up the compensation supply of the rural public products, and establishing the long-term effective institution of 'promoting agriculture with industry and developing the rural with the help of the urban' and the corresponding rural economic organizations, can the peasants, essential benefit be maintained. Concerning the rural infrastructure construction, it is worthwhile to explore to set up the share cooperation economy to obtain the investment channel and to comb the management institution, and therefore to initiate the domestic demand in the rural area and to promote the consumption.
