摘要
新建单位尤其是涉及新专业和新领域的单位,由于可参考健康、安全与环保(HSE)方面资料和体系少,再加上管理方面的疏忽,很容易造成HSE方面的安全隐患和系统漏洞。该文结合实际情况,论述了此类新建单位从HSE目标设立、风险识别、状况控制、应急演练等全过程,使HSE管理在新单位的成立之初就形成制度、习惯和体系。
Due to lack of health, safety and HSE documents including system reference, and management negligence, there might be potential risk of the s^ety and vulnerabilities of HSE in new units, especially for a new field. Based on practical experiences, this paper discusses how to establish habits and system of HSE management in a new unit, including HSE aim setting, risk identification, condition control and practice of emergency.
