摘要
基于传导机制,该文构建了外商直接投资与工业污染交互影响的分析框架,并利用1998-2005年中国30个省、直辖市的面板数据,使用联立方程和情景模拟的估计方法,分析了该传导机制及其影响。研究结果表明:外商直接投资主要通过规模、结构和技术效应的直接传导机制以及收入和政策效应的间接传导机制对工业污染产生影响,外商直接投资的增加往往会促使工业污染减少;此外,工业外资在中国区位选择时的确将污染排放量视为重要的要素禀赋,这与"污染避难所"假说相符,但现实中,外资技术溢出效应是存在的,外资工业企业的技术水平往往高于内资工业企业,较高的新技术研发水平与较低的污染排放强度是对应的,这意味着外资企业"污染密集型逆转"现象是存在的。
This paper structures a framework for analyzing the relationship between foreign direct investment and industrial pollution based on transmission mechanism, using panel data of China' s 30 provinces during the period from 1998 to 2005, and utilizing simultaneous equations and scene simulation to study the mechanism and its effect. The result shows that FDI has direct transmission mechanism of scale, structure and technology effect and indirect transmission mechanism of income and policy effect to influence industrial pollution and increasing FDI may resuttin industrial pollution to fall-off. Besides, industrial pollution is indeed a factor which foreign industry enterprises look for. The hypothesis of "pollution haven" is exist, but, the technology of foreign industrial enterprise is always higher than domestic counterpart, FDI does has a technology spillover effect, newer technology means lower pollution intensity, which implies foreign industry enterprise ought to present "pollution intensity reversal".
