摘要
我国大型公共体育场馆面临传统事业单位改革和入世后服务业与国际接轨的双重挑战。通过对深圳市大型公共体育场馆的调研发现,体育场馆企业化改革需要解决产权、管理权和经营权分离,公共服务购买,集团化运营,税费政策制定等诸多问题。提出推进改革的对策与措施,即确立大型公共体育场馆管理体制改革的总体框架,明确追求公共服务效益最大化的目标,提高经营管理水平,争取国家优惠政策、组建管理集团等。
The large-scale public stadiums and gymnasiurns in our country are now faced with double challenges of the reform in the traditional enterprise and the service industry being put into international proper order after joining WTO. Through the investigation and research on the large-scale public stadiums and gymnasiums in the city of Shenzhen, it found that the enterprized reform of stadiums and gymnasiums needed to solve many problems, such as the separation of property, management power and operation power, the purchase of public service, groupilized operation, the formulation of tax policy etc. and brought forward the following countermoves and measures to push on the reform: establishing the overall frame of management system reform of large-scale public stadiums and gymnasiums, making dear and definite the objective of seeking the maximum of public service benefit, enhancing the level of operation and management, striving for state preferential policy, organizing management group and so on.
