摘要
城市防洪工程建设涉及到社会、政治、经济、环境、技术等处于不同层次的各种因素的影响和作用.城市防洪工程规划方案是城市防洪工程建设的依据,其综合评判是一个多目标问题.如何科学、客观地将一个多目标问题转化为一个单目标问题,以便在一维空间中实现综合评判,仍是目前城市防洪工程规划方案综合评判的研究焦点.为此,本文在提出城市防洪工程规划方案综合评判基本原则的基础上,根据层次结构的基本原理,建立了城市防洪工程规划方案综合评判的层次结构模型.该模型考虑了从具体到抽象、从定量到定性、从局部到整体处于不同层次的影响因素,对城市防洪工程建设必将具有重要的理论意义和广泛的实用价值.
Urban flood control engineering construction is influenced by many factors of different levels involved in society, politics, economy and technology. The evaluation of urban flood control planning project directly deciding the construction of urban flood control engineering is one multi- objective problem. Translating multi-objective problem into single-objective one to comprehensively evaluate urban flood control projects in one dimensional space is still a research focus. The evaluation model for urban flood control planning projects is proposed according to the basic theory of hierarchical structure after the basic principles for evaluating projects are put forward. Because the factors of different levels are considerd, the model will be theoretically and practically significant to the construction of urban flood control engineering.
