摘要
美国研究生教育成本实行多元主体分担,学生负担比例适中,收费标准灵活多样;并建立了资助范围广、方式多、金额大的以贷款为基础的多元混合资助体系,实现了资助贫困与奖励优秀、资助学习与奖励科研的良好结合。给我们的启示是:应最广泛地调动多元主体参与研究生教育成本分担;根据居民承受能力、实际发生成本和预期收益等实行灵活多样的收费标准;通过完善的资助体系来解决教育机会均等问题,如为研究生科研提供资助,加大贷学金资助力度,使奖优、酬劳和支贫相互配合,相得益彰,以消除资助的负面影响。
In America,postgraduate education cost is shared by diverse corpus. The standard of tuition is moderate and diverse. It has a sound admixture subsidize system based on loan which subsidizes the poor and rewards the excellent ,subsidizes study and rewards research at the same time. It can provide some inspiration for us: sharing postgraduate education cost to diverse corpus broadly, establishing flexible and diverse tuition standard according to the ability of residents" income,actual occurrence cost, etc., resolving the equal opportunity problem of education by the perfect pecuniary aid system,such as to provide pecuniary aid for graduate students" research, to supply more loan aid,so as to integrate rewarding the excellent and supporting the poor, and to remove the negative influence of the pecuniary aid.
