构建中部地区城乡教师流动机制的政策思考——对山西省阳泉市教育的调查报告 被引量:3

摘要 根据国家教育发展的策略,在"十五"期间各级政府都高度重视推进城乡教育的均衡发展,其中一个重要举措是建立城乡教师流动机制,改变农村学校骨干教师的流失问题,加强农村基础教育师资队伍的建设。本文根据教育均衡发展的需要,选取山西省阳泉市为个案,从政策分析的视角对我国中部地区推进城乡教师流动机制的相关政策和措施进行调查和分析,并对中部地区如何根据当地基础教育发展的实际,进一步完善城乡教师流动的基础条件和政策保障提出一些建议。 According to strategies of the national education development, governments at all levels pay close attention to the balanced development of education in urban and rural areas during the 10th Five-Year Plan period. An important measure to achieve this goal is to establish a teacher flow mechanism between urban and rural areas. This paper investigated and analyzed the related policies and measures in promoting teacher flow based on the need of balanced education, and a case study of Yangquan City of Shanxi Province. Some suggestions were proposed for promoting teacher flow concerning basic conditions and corresponding policies.
