摘要
文章在指出现有方法的问题之后,着重讨论了发展中国家输电定价的三个特点和要求,并指出边际成本方法原则上适用于初级的电力市场,但应用于发展中国家要加以改造。文中进而介绍了作者为此发展的一种网嵌入边际成本输电定价(GEMP)方法,数字算例显示它满足上述三个要求,并能为电网的联营体运作提供充分的信息。
After clarifying the defects of existing methods, this paper emphatically discusses three characteristics or requirements of transmission pricing in developing countries and further points out that marginalcost method which fits for primary electricity markets in principle should be revised when applied in developing countries. A Grid Embedded MarginalCost Pricing (GEMP) method developed by the authors is presented in this paper accordingly. A numerical example shows that it caters for the three requirements and offers sufficient information for pool operation.
