摘要
铁道部撤销铁路分局、实行铁路局直管站段后,进一步调整、整合了车务段的管理范围,打破了原有的运输资源配置模式,车务段内运输组织资源不可避免产生一些新的不协调和适应,针对这一现状进行运输资源整合利用,优化配置,提出其解决的基本措施和方法,并以绵阳车务段为例,结合灾后重建,提出了具体的运输组织资源整合和优化利用的方案措施。
After the revocation of the railway sub-administration and the direct administration ot stations and operation depots,the Kailway Ministry has adjusted and integrated the scope of control of the depots,breaking the original resource allocation mode of transport. Therefore,some maladjustment of transport organization resources has been inevitably caused. This paper provides an integrated use of transport resources,optimizes the allocation and offer the fundamental methods to this problem. Mianyang railway train operation depot,combined with post-disaster reconstruction,as been cited as an example.
