摘要
作为公共工程项目融资的代表模式BOT与PFI在我国均已见到尝试性应用。除了项目导向、有限追索等融资共同特性外,这两种模式在适用范围、运作程序、参与各方关系、项目所有权与经营权、融资成本等方面均存在差异。基于对二者差异的比较分析,本文结合我国实际,提出了实施BOT和PFI的建议措施,具体包括BOT和PFI融资模式需要建立的经济和法律环境,加快人才培养,鼓励内资和民营资本参与等措施内容,以期有助于此类融资模式的推广和应用。
As representative of investing and financing of public construction project model,BOT and PFI has been applied to the tentative in china.In addition to some common project financing characters,they are different in the aspects of sphere of application,operation procedures,relationship between the parties involved,project property and managerial authority and financing cost.Based on comparative analysis of the differences,paper combined with the reality in china,It also puts forward some measures to put BOT and PFI to effect better,including establishing economic environment and legal environment in favor of these two financing patterns,taking measures to encourage domestic capital and private capital's participation and speeding up to train the talent proficiency in BOT and PFI for the promotion and application of these two arrangements.
