摘要
行政规范性文件在我国由于长期不被重视、监督不力,致使现实中暴露出许多问题,并引发了许多行政纠纷。通过明确行政规范性文件制定权限范围,强化其制定程序的管理,完善备案审查制度,加强行政复议的审查及逐步建立司法审查制度等措施,不断完善行政规范性文件的制定。
In China, Chief regulatory documents due to the long- neglected and poor supervision, it causes many problems has been exposed and led to a number of administrative disputes. In order to improve the development of Chief regulatory documents, this article puts forward in the ways that to definite administrative competence of the development on regulatory documents; to Strengthen the management of the development process; to Complete review of the record system; to strengthen the supervision of administrative review and establish judicial review system gradually.
