摘要
世界上许多政府或是在考虑、或是在进行着财政和决策制定权向次国家政府的分权改革。但是对政策制定者和研究人员来说,一个有趣的问题是,分权在多大程度上实际发生了?回答这个问题就需要我们以某种形式进行测量。论文说明了在试图设计行政和财政分权测量措施中所遇到的挑战,并指出,在设计地方政府行政和财政自治程度的精确指标时需要付出相当大的努力。
Many governments throughout the world are either contemplating or engaging in decentralization of fiscal and decision making powers to sub-national governments. But for policy-makers and researchers alike, a question of interest is the extent to which decentralization has actually occurred. Answering this question obviously requires some form of measurement. The paper illustrates the challenges that are faced when attempting to design measures of administrative and fiscal decentralization and suggests how considerable efforts are needed to derive measures that are accurate indicators of the degree of local government administrative and fiscal autonomy.
