摘要
当前,善治已成为公共管理领域日益流行的话语。广泛的公民参与是走向善治的必然要求。公民参与要以发达的公民社会为现实基础,以民主政治的进一步完善为制度保障,同时,又要以公共精神的健康发展为必要前提。在扩大公民参与的过程中,我们应注重参与的广度与深度相结合,切实保证公民参与的实效性。
At present, Good Governance has become a popular word in public management. Extensive civil p articipation is a necessary requirement for Good Governance. To achieve civil participation, we need a developed civil society as its practical basis and the further improvement of democratic politics as its system guarantee, and we also need to take healthy development of the public spirit as its prerequisite. In the process of extending civil participation, we need to combine its extensiveness with its depth, so as to ensure the practicality of civil participation.
