摘要
我国川渝地区天然气价格低廉,使得该地区天然气需求增速迅猛,市场供需矛盾突出。由于川渝地区天然气勘探开发成本增加,天然气开采难度加大,天然气价格调整滞后,使得天然气勘探板块和管输单位亏损严重,新的投资将难以为继。天然气价格不仅是调节供需关系的杠杆,而且是增加探明可采储量和产量的基本动力。建议有关管理部门合理调整天然气价格,利用价格杠杆,促进国内天然气资源的勘探开发和国外资源的引进,增强天然气市场的供给保障能力,引导天然气资源优化利用,从而促进环境保护,实现我国天然气工业的持续健康发展。
Low price has led to rapid growth in natural gas demand and to a supply shortage in the Sichuan-Chongqing region. With increasing exploration and production cost, production limitations, and lagged adjustment of the natural gas price in the Sichuan-Chongqing region, the natural gas exploration sector and pipeline transport organizations has suffered serious losses and faced difficulties in carrying out new investment. The price of natural gas serves as a lever not only to adjust demand, but to encourage increase in proven reserves and production of natural gas. It is suggested that the natural gas price be allowed to increase reasonably to enable the exploration and development of domestic natural gas resources as well as the import of foreign resources and thereby sufficient supply and efficient use of natural gas to facilitate environmental protection and a sustainable domestic natural gas industry.
