摘要
当前学界对政府公共服务能力的研究已逐步深入,但尚存不足。如重宏观轻微观,要素抽取随意性大以及对民族地区公共服务能力讨论过少。针对以上不足,文章运用系统分析方法ISM建立了"民族地区公共服务能力解释结构模型",该模型可让管理者从投入到产出的动态过程中,掌握公共服务能力的形成和提高,了解各要素与系统功能的关系。
At present, government＇s public service ability has been gradually in-depth studied at academic, but still less man our need. Specifically as follows： attention to the macro, but micro lightly; elements taken from arbitrary; rarely discussed the public service ability in ethnic regions.
