摘要
针对工程项目建设中的评标问题,建立了基于模糊熵权的模糊决策分析模型。模型充分考虑到评标过程中的模糊性,以及评标专家对于工程建设的经验知识,运用模糊信息熵所反映数据本身的效用值来计算评价指标的权重系数。用模糊熵权对事先专家确定的指标权重进行修正确定指标体系的综合权重向量,有效地解决了权重分配困难的问题,运用多属性决策分析中的双基点法综合分析评标专家的判断结果。为业主提供了投标人的标书对工程项目响应程度的优劣排序,对业主选择中标人的决策有一定的帮助。
A fuzzy decision making model based on fuzzy entropy weight was presented for the bid evaluation in construction process. Considering the fuzziness in bid evaluation process and the expert knowledge of the construction project, utility value of data reflected by fuzzy information entropy was used to calculate the weight coefficient of evaluation index. The index weight identified by experts was modified by fuzzy entropy weight, and the comprehensive weight of the index system was defined, which resolve the weight allocation. The double base points method of multiple attribute decision making analysis was used to analyze the judgment results. The ranking of response level of tender to construction project was provided for the owner, which helps the owner to choose the successful bidder.
