公立大学人事制度改革是一项系统工程,用系统思维解读其改革目标、内容、方法,探索建立适应公立大学发展需要的人力资源管理机制,有助于推动事业单位人事管理体制改革、推动现代大学制度的建立、推动高等教育质量工程实践价值的实现。
The reform of personnel system, a systematic project, requires the systematic thought to interpret its goal, contents, measures, and implore the suitable managing policy for the human resources in the public universifies, which, thus, is to promote the reform of personnel managing system, the establishment of modem university policy, and the realization of the practical value of the quality project for higher education.
