摘要
该文基于环新疆经济圈视角,应用战略分析工具SWOT分析法,系统地分析新疆经济发展所具备的优势、劣势和面临的机遇与威胁;应用特尔菲法对各个因素进行评分,得到优势—劣势分-0.64、机会—威胁分2.7,结合点落在第二象限,新疆应选择扭转型战略;提出了新疆发展战略面临的三个转变,即从边陲经济到经济中心转变,从纵深腹地到前沿窗口转变,从生产链的端点到全面开放的集散中心转变。
From the perspective of central Xinjiang economic circle, this paper systematically analyzes the streng weakness opportunities and the threats of Xinjiang economic development. scored variance of factors by using the Delphi method. The S--W score is 0.64, the O--T And then we score is 2.7,and the interchange point falls into the second quadrant, so the reverse strategy should be taken. For the last we propose three changes be considered in making the strategy of Xinjiang economic development. The first change is from the border economy to the economic centre; the second is from the deep hinterland to the front window of open economy; and the third is from the terminal of production chain to the distribution centre. The purpose of this paper is to provide some basic decision-making in creating the central Xinjiang economic circle.
