摘要
卫生系统的应急培训是一项长期的事业,有利于更好地发挥应急指挥部门职责及提高实施部门的效率。目前中国的应急能力建设中存在着软硬件失衡的问题,尤其是应急人员培训不足、应对危机能力差,使得我们虽然启动了应急培训计划,但在培训过程中突显出一些问题,培训的效果受到质疑,我们亟需研究国外先进的应急培训策略及经验给我国以启示。美、英、日等发达国家,形成了完整的应急培训教育体系,对于提高国家应急处置能力产生了巨大影响。通过分析这些国家应急教育培训方面的策略,对于我国进一步建设应急培训体系提供借鉴,为促进卫生应急工作的全面发展提供人才保障和技术支持,从而保障公共安全,促进社会全面、协调、可持续发展。
Health system emergency training is a long-term career, It facilitates to exert emergency command responsibilities and improve the implementation of sector efficiency. At present, Emergency response capacity building in china is unbalancing between hardware and software, in particular, the training of emergency personnel may be inadequate, poor ability to deal with crisis, despite the emergency training program launched, it highlighted a number of questions in the training process. The effectiveness of training has been called into question, we need to study advanced emergency training strategy and experience abroad. United States, Britain, Japan and other developed countries have been formed complete emergency training and education system which have tremendous impact to improve the capacity to deal with emergencies. Through the analysis of Emergency education and training strategy, we can develop emergency training better. In order to provide security and technical support personnel for comprehensive development of Hygiene emergency job, Finally, we can protect public safety and promote social comprehensive, coordinated and sustainable development.
