摘要
目前,财政支农资金使用与管理存在管理部门多、到位速度慢、投入分散和效率低下等现象,财政支农资金整合成为必然。但是,误解和混淆财政支农资金整合内涵会导致财政支农资金整合实践偏离政策目标。因此,纠正认识偏差,科学界定财政支农资金整合概念并实践之具有重要意义。
Nowadays, there are many unreasonable phenomena in fiscally supported agriculture funds, such as massive management, slow availability, dispersed input and low efficiency. Therefore, to integrate the funds has come to be a necessity. However, misunderstanding and confusing of the connotation of the conception may result in deviation from the policy goal for the practical use of the fiscally supported agriculture funds. Hence, it is of great significance to rectify the deviation, scientifically define the concept and correctly put it into practice.
