The main purpose of sustainable development is to save energy and resource and to protect the environment. It is very important to take this rule into consideralion as we discuss the structural regulation of cement industry. Sharply increasing the amount of low alkali cement is a necessary measure to avoid the deterioration caused by alkali-aggregete reaction and to improve the durability of concrete. further exploitation of industrial wastes, especially the vast amount of fly ash and coal gang of in China, can not only enlarge the applicalion of concrete but also improve, the durability and save energy and resource , At present,establishing group company across industries to harmonize the production, sale and utilization of cement will produce good social and economcal benefits.
