摘要
随着党中央、国务院提出到2020年建立覆盖城乡社会保障体系的战略目标以及我国农村人口老龄化的到来,以家庭养老为主的农村养老制度已越来越不能满足我国农村养老的需求,建立新型农村社会养老保障制度已进入议事日程。创新农村社会养老保障制度,应构建个人缴费、集体补助和国家补贴相结合的三方筹资模式。
With the CPC Central Committee and State Council in 2020 to establish a social security system covering urban and rural areas of the strategic objectives,and with the arrival of the aging rural population,and with the family--oriented rural old age pension system has become increasingly unable to meet the needs of the rural old age, the establishment of a new type of rural old--age social security system has been put on the agenda. The goal is to set up rural old--age social security system, through a combination of personal toll, collective and state grants subsidies.
