摘要
基于循环经济发展的"3R"原则,构建了自上而下的树型循环经济评价指标体系,运用因子分析方法,以2006年的统计资料为依据,对29个城市的循环经济发展水平进行了分析与评价。研究结果显示,综合得分为正的有16个城市,说明这些城市的循环经济在减量化、无害化、经济发展水平、环境、人文发展及资源化等方面发展较为均衡;综合得分为负的有12个城市,其中的10个城市有4项因子得分在零分以下,说明这些城市在循环经济发展的各个方面均有待提高。研究还发现,试点城市的循环经济发展水平低于副省级非试点城市的平均发展水平。
Based on the "3R" principle of circular economy development, this paper sets up a treeing evaluation indexes system of circular economy development from top to bottom, at the same time, the author analyzes and evaluates 29 cities' development standard based on the data of year 2006 by use the factor analysis method. 3his paper discovers,at the one hand, that there are 16 cities' comprehensive score had been over zero , and it indicates that these cities' circular economy development is more balanced than others' in all aspects, such as reducing, harmlessness, the standard of economic development, environment, the development of human and culture, and recycling. At the other hand, there are 12 cities' comprehensive score had been below zero, 10 of these cities had four aspects index below zero, and it indicates that these cities' standard of circular economy development needs to be improved, and there is a huge gap in the goal of circular economy for them. At the same time, this paper also discovers that the standard of circular economy development in experimental cities is lower than the average of vice- province- level cities.
