摘要
通过对浙江省7个森林类国家级自然保护区的基本情况、存在问题以及区内外林农的经营状况和要求的调查分析,指出目前在自然保护区集体林权处理中存在着盲目扩区、经营与保护矛盾、林农收入低、生态补偿低、功能分区不合理、管理交叉等问题,为了维护保护区稳定,保护区内集体林权所有者的合法权益,结合浙江省林业管理部门现行的管理政策,提出了提高生态补偿标准、租赁、流转3个近期改革对策和赎买、移民、统一管理3个远期解决方案。
Investigation and analysis were implemented on general situation, existing problems, management and demands of forester in 7 national nature reserves for forest in Zhejiang province, The result demonstrated problems such as blind expansion of reserve area, contradiction between protection and management, low income of forester, low ecological compensation, irrational division of functional area, etc. Countermeasures were proposed like increase of compensation, permission of renting and circulating in the near future, and as well as buying off of forest by local government, immigration from nature reserve and global administration in the future.
