摘要
项目评估是提高投资项目决策水平、提升投资效益、提高项目前期工作效率的需要。评估必须坚持独立、科学规范和客观公正原则,必须进行现状调研并确定好参数,必须对项目本身存在的问题和项目建设的必要性详细陈述。
Project evaluation is a necessity to increase the decision--making level of investment projects, the returns on investment and the pre--project work efficiency. The evaluation must stick to three principles, namely independence, science and norms, and objectiveness and justice. The evaluation must also include investigating and studying the current situation, determining the parameters, and giving a detailed elaboration of the problems in the project itself and the need of the project construction.
