摘要
针对塔里木河流域,基于已建立的农业增加值变化的水资源利用经济效应模型,分析了塔河流域农业用水量、用水结构和用水经济效率及其结构对农业增加值的经济效应,主要结论表明:农业用水结构和经济效率是塔河流域农业增加值提高的主要影响因素;经济作物用水效率和用水结构又是其中的关键要素;而且,对农业增加值提高的效应存在由用水结构向用水经济效率的转变。最终,未来塔河流域农业用水结构和经济效率结构的优化,尤其是农业用水经济效率结构的优化是决定流域农业水资源优化配置和高效利用的重要途径,但应避免带动流域水土开发,保证粮食生产和安全。
Based on the existed model for the economic effect of the water resource utilization of the variation of the agricultural increment, the agricultural water consumption, structure and economic efficiency of the water utilization and the economic effect of its structure on the agricultural increment are analyzed for Tarim River Basin. The result shows that the agricultural water utilization structure and the economic efficiency are the main effects on the agricultural increment of the river basin, among which the water utilization efficiency of the economic crop and the water utilization structure are the key factors. Furthermore, the effect on the increase of the agricultural increment exists within the transformation from the water utilization structure to the water utilization efficiency. Finally, the optimization of both the agricultural water utilization and the economic efficiency of the river basin in the days to come, especially, the optimization of the economic efficiency from the agricultural water utilization are the important way to dominate the optimized allocation and high-effective utilization of the agricultural water resources within the river basin. Nevertheless, the relevant concomitant exploitation of water and land resources must be avoided, so as to ensure the Grain Production and its safety.
