摘要
华尔街金融危机引发的全球经济危机对我国出口导向型经济的负面影响日益显现,当前宏观调控措施实际上面临着治标与治本的选择。应急措施治标,启动内需治本。通过对当前我国经济运行态势和内需不足深层次原因的分析,指出让国民手中有足够的可支配收入是拉动内需的关键,而建立国民的消费信心使其敢于消费则是关键中的关键。加大对社会保障的投入不仅具有短期内迅速启动内需的功能,而且将带来长远的经济社会稳步发展的效用,在此基础上提出了具体的对策建议:(1)建立消费信心;(2)短期内,增加公共财政对社会保障的支出,建立危机应对的社会稳定和财富分配调整机制;(3)长期看,要建立收入分配公平调节机制。
The global financial crisis triggered by the turbulence on the Wall Street has increasingly negative impact over the exportation-oriented economy of China. The current means of macro regulation can be either quick fixes or fundamental solutions. The quickies act fast, while the fundamental approach has to do with the expansion of domestic demand. Through the in-depth analyses of the operation of Chinese economy and the deficiency of its domestic demand, the author points out that putting enough disposable income into the hands of the citizens is the key to give a fillip to the domestic demand, while establishing the confidence of spending among them will be the key of keys. Hence an increasing fiscal input in the social security system will not only jump-start the domestic demand in the short term, but also benefit the stability and development of the society in the long run. On top of this the author proposes specific measures： （1） Establish the confidence of spending; （2） In the recent future, increase the governmental expenditure in the social security, set up a crisis plan for social stability and wealth distribution adjustment; （3） In the long run, a fair and just mechanism of income distribution is necessary.
