我国新型农村银行业金融机构的风险管理——基于农户声誉机制的思考 被引量:2

摘要 村镇银行、社区性信用合作组织、专营贷款业务的全资子公司等三类新型农村银行业金融机构,为解决我国农村地区金融网点覆盖率低、服务供给不足和竞争不充分等问题进行了很好的探索。基于农户社会的特殊信任主义,农户声誉机制具有这样的特征,一是农户社区的组织形式决定了其进行的是重复博弈,理性的农户注重的是家族长远利益;二是农户社区具有有效的信息传播网络,从而为个人行为受到监督提供了良好的基础;三是农户的声誉价值大(违约成本高),惩罚可信度高,正面激励效果强。新型农村金融机构的风险管理,加强对农户的扶持,提高农户抵御风险的能力;积极动员储蓄,降低流动性风险;建立小额贷款保障制度,降低信贷风险。另外,随着我国农村人口流动性加大,基于特殊信任主义的农户特殊声誉机制约束力减弱,加强处于流动状态的贷款成员的审核和跟踪将成为金融机构的一项重要工作。
