摘要
水土保持生态建设能够有效保护水土资源、改善区域生态环境,并促进经济和社会的可持续发展。准确评估水土保持生态建设的生态、经济和社会效益,是衡量其合理性和科学性的根本途径,也是开展水土保持生态工程后续管理、实现水土保持生态建设经济补偿的重要依据。该文通过分析水土保持生态建设对社会生态系统的具体功能,分别针对农业措施、林草措施和工程措施的特点,选定了减少土壤侵蚀、涵养水源、保育土壤、拦蓄泥沙、净化环境、改善气候、提高土地产出、增加生物多样性、固碳制氧、促进农业生产等18项具体效益,构建了水土保持生态建设综合效益评价指标体系,并分别确定了效益核算方法。
Ecological construction based on soil and water conservation can protect resources of water and soil, improve regional ecological environment, and accelerate the sustainable development of economy and society. Accurately evaluating the ecological, economic and social benefit of ecological construction is the essential approach of judging its validity and the important criterion for its follow-up management and ecological compensation. Based on the analysis of functions of ecological construction for social-ecological systems, an evaluation index system of comprehensive benefit of ecological construction was built by considering agricultural, vegetation and engineering measures. The evaluation index system consisted of eighteen benefits, such as decreasing soil erosion, water conservation, soil conservation, sediment trapping and environmental purification, improving microclimate, increasing land productivity, species diversity, carbon dioxide fixation, and oxygen release, etc. Then, accounting methods were developed for each benefit.
