从三鹿奶粉事件透视我国食品安全政府管制 被引量：5

摘要 三鹿奶粉事件暴露了我国食品安全政府监管的缺失:以政府为主导的监管模式下食品安全监管机制混乱,市场发育不足,食品安全管制中的关键制度不完善,企业难以有效地自我监管,社会中间层组织参与食品安全管制的动力不足。要转变政府在食品安全管制中的职能,依靠市场作用促进企业实施食品安全自我管制,充分调动社会中间层组织力量以达到食品安全的共同治理,形成政府、市场、社会、公民四位一体的食品安全监管模式。
