摘要
受国际金融危机的影响,我国经济出现滑坡,不少中小企业相继减产、停产和关闭,供电企业电费回收面临巨大风险。以浙江省电力公司金华电业局为防范风险采取的电费回收措施为切入点,基于供用电关系所涉法律法规,研究了供电企业加强供用电合同管理、依法实施电费担保措施和针对大用户确定电费结算方式等一系列加强电费回收的措施及操作要点,分析了供电企业在实施这些措施中可能遇到的风险,提出了实施电费回收措施中应注意的问题。
Affected by the international financial crisis, the economic growth rate in China is decreasing. Many small and medium-scale enterprises reduce or stop its production, and even shut down, which leads to huge risks for power supply companies in settling down the payments. In order to avoid the risk, based on the legal principles governing the relationship between power supply and power consumption, this paper introduces the experience of Jinhua Electric Power Bureau which is a branch of Zhejiang Electric Power Company. Based on the validity of electricity charges recovery measures implemented by the power supply company, the paper puts forward six sorts of effective measures to promote recovery of electricity charges, such as strengthening management of power supply contract, adopting guarantee measures for electricity charges recovery according to laws and regulations and specifying the way of settlement for large consumers in contracts and so on, and it also puts forward some issues which call for attention while scrutinizing the risks that power supply companies may possibly encounter in implementing these measures.
