摘要
本文针对医院物资管理工作中存在的多头采购自采自用、相同物资不同价格、重复购置资源浪费、采购过程协调困难以及集中支付难以落实的问题,结合军地物资集中采购的有关规定和医院工作实际,介绍了军队医院物资管理运行"一五五"模式的做法与体会。医院物资管理"一五五"模式,即一个机构,五个统一,五个目标。一个机构是指组建了物资采购供应科,整合了全院采购供应机构及工作流程;五个统一是指统一计划、统一采购、统一管理、统一供应、统一支付;五个目标是指有利于军队医院的发展、有利于为部队服务工作、有利于减轻患者的经济负担、有利于医院的廉政建设、有利于保证采购物资的质量。通过强化物资管理,规范了采购工作,杜绝了环节漏洞,提高了采购质量,有效解决了军队医院物资管理的难题。
To solve problems of hospital material management work on multiple purchases and self purchase and self use, different prices for same material, repeated purchase and wasting of resources, difficulties in coordination in purchase process and in implementation for centralized payment, the measures taken by the hospital were introduces, which was a mode named" One Five Five" to combine relevant regulations of military and local centralized material purchase with actual hospital work. The "One Five Five" mode of hospital material management namely is one body, five unifications, and five objectives. One body means that a Material Purchase Supply Section was set up, and the purchase supply bodies and workflow of whole hospital were integrated; five,unifications refer to the unified plan, the unified purchase, the unified management, the unified supply, and the unified payment; five objectives refer to being favorable to developing army hospital, being favorable to serving and working for the army, being favorable to alleviating patients'economie burden, being favorable to building an incorruptible hospital, and being favorable to ensuring the quality of purchase materials. Through strengthening the material management, the purchase work has been standardized, the link loophole has been precluded, and the purchase quality has been improved.
