摘要
法律推动了发展观的变迁。科学发展观是以人为本,全面、协调、可持续的发展观。科学发展观是我国法治建设的重要指导思想;加强环境法治建设,是贯彻落实科学发展观的重要途径和有力保障。当前,我国环境法治还不完善。完善环境法治,推动科学发展,需要更新立法理念、科学规划立法、变革法律制度、严格法律责任。
The change of development concept is promoted by law. The scientific development concept adheres to people -oriented and establishes a comprehensive, coordinated and sustainable development. It is an important guiding ideology of legal system construction in China. The strengthening of construction of environmental law is a significant means and powerful safeguard of implementing the scientific concept of development. There exist some imperfects in the rule of environmental law. We should promote scientific development through changing legislative ideology, reasonably making legislative plan, improving legal system, intensifying liability and so on.
