摘要
小城镇系统规模较小,外部的冲击对其发展往往会产生巨大影响。快速城市化进程中,产业发展的不稳定性、人口规模的不确定性限制了小城镇土地的集约利用。组团式土地利用结构可以有效地规避上述不确定性,并在一定程度上可提高小城镇的生态与环境质量。地处北方农牧交错区的乌审旗噶鲁图镇,通过推行土地弹性利用,有效地保护了土地资源,并实现了产业发展的可持续性,为其他地区的小城镇发展规划提供了借鉴。
Due to the unstable system of small cities, an outer shock or change will have a dramatic impact on its. As China has been speeding up urbanization, the uncertainty of the types of industries and the population of small cities in the future will cause land resources to be wasted. In fact, the group land structure can solve the above-mentioned problems; what's more, to a certain degree it can improve the quality of its ecological environment. From above discussion, we can safely draw a conclusion that the group land structure is not only of a pattern of land utilization but also a method that can improve elasticity of urban planning. As a transitional zone between agriculture and livestock breeding, Galutu town, which is a town belonging to Wushenqi county of Inner Mongolia, needs continuing to take the path of sustainable development and promoting a coordinated development of the industries, population, land resource and the environment, in other words we should improve the elasticity of its land utilization and imply the method of the group land structure. After combining theory with practice, we believe that Galutu town will realize the sustainable development of the whole town, and this typical model will present a new revelation to other towns.
