摘要
本文首先以我国和发达国家之间、国内城乡之间的数字鸿沟为考察重点,讨论数字鸿沟现象和影响;然后利用国际电信联盟(ITU)建立的全球信息通信技术发展指数(IDI)的测度方法,对我国信息化发展水平和城乡数字鸿沟进行测度分析;最后探讨在市场经济体制下数字鸿沟产生的主要原因,并提出缩小数字鸿沟的对策建议。
This article first studies digital divide as well as its influence, by putting emphasis on the digital divide between China＇ s development in city and countryside and that of developed countries. Following that, by method of the IDI analysis issued by ITU, it analyzes the advancement level of China＇ s informatization and digital divide between domestic cities and the countryside. Finally, the reasons for the emergence of digital divide are explored and countermeasures are proposed.
