摘要
结合我国共同沟建设情况,与我国高速公路的发展历程进行对比,列举了共同沟在城市发展中的重要作用,论证和分析了共同沟发展的制约因素。提出了借鉴高速公路的融资模式、赢利模式、管理模式以及立法保障体系,建议推出鼓励政策并颁布共同沟技术规范推动我国共同沟建设。
Combined with the freeway development courses in our country, China＇s building situation of utility tunnel was compared and the important function of utility tunnel in urban development was enumerated. The financing modes, profit modes, management modes, as well as the security system of legislation raised from highway were proposed after constraint factors of the development of utility tunnel were proven and analyzed, To promulgate the incentive policies and enactment the technical specifications of utility tunnel for promoting the building of our utility tunnel were suggested.
