摘要
改革开放以来，中国非政府组织（NGO）的发展可划分为三个阶段：1978-1988年是组织创建时期；1988-1998年是规模壮大时期；1998-2008年为行动活跃时期。中国NGO的发展也呈良性态势：NGO与政府的关系由依赖或疏离变为良性互动，与境外NGO交流合作由被动变为主动，公民的社会参与由零星变为普遍，NGO的法律环境由管治变为法治。
Chinese NGOs have gong through three stages over the past 30 years：1978 - 1988 is the initialperiod of non-governmental organizations ; 1988 - 1998, the scale expansion period ; and 1998 - 2008 is the active period of practice. The NGOs keep more and more positive interaction with Government instead of dependence on it or alienation to it, and both of them play active roles in international exchanges and cooperation. At same time, citizen participation in public affairs spread more widely, and NGOs enjoy a more favorable legal environment than before.
