摘要
高等学校科技发展以及科研管理体制的创新,对科研管理人员的素质提出了高要求。加强高等学校科研管理队伍建设,尤其是创新素质的培养十分重要。高等学校科研管理人员创新素质培养的重要性在于创新科研管理机制和提高科研管理效益。高等学校科研管理人员应具备创新管理理念,具备知识产权保护、科技转化意识和服务创新意识,也应具备创新管理能力,具备熟练掌握现代化的管理手段,具备扎实的专业知识和良好的沟通交流能力。高等学校科研管理人员创新素质培养,应培养科研管理人员创新理念,转变科研管理行为方式和服务形式;制定科研管理培训计划,提高科研管理人员获取和处理信息的能力,建立和完善科研管理人员有效竞争机制。
Technological development and systematic innovation of scientific research set a higher demand on the scientific research management of colleges and universities. It is very important to strengthen the research team building, especially the cultivation of innovation quality. The importance of innovation lies in the innovation -management mechanism and the research -management mechanism and the improvement of efficiency of research as well. The management institutions of scientific research should seek for the concept of innovation management: protection of intellectual property rights and awareness of sci-teeh service.Also, they should be possessed of abilities of mastering modern management tools, skillfully employing professional knowledges and realizing good interpersonal communication as well. The cultivation of innovative quality of the working personnel in charge of research management of colleges and universities needs to develop a mentality of innovation and change their behavioural manner and service form in research management.Also, training programs should made to improve the ability of the working personnel in charge of research management to obtain and process information,and an effective competition mechanism should be set up and perfected among the working personnel in charge of college research management.
